Learning Sessions in the Works

November 4, 2019

I want to start this month’s blog by inviting you to another learning session. The first half of the session will be on fire-stopping and draft stopping. The second half will be open for questions to the senior inspectors for the trades. Bring your questions on code, order of inspections, plan changes, etc. This session will be held on Tuesday, November 19, 2019. It will be held at Citizens Square in room 185 from 7:30 to 8:30 a.m. We strive to keep to the agenda so we can get you back to your projects on time. There will be coffee and donuts available as Momper Insulation has agreed to host November’s meeting. If you have ideas or suggestions for future meetings, please drop me an e-mail at

We have had some internal staff changes which means that Kylene Cross is now our office manager. We are posting her licensing specialist position and hope to have it filled soon. Plumbing Inspector Mike Dwyer has moved to a Property Maintenance Inspector position and we are looking for a Plumbing Inspector again. If you know someone who is licensed as a plumber in Indiana who likes to talk to people, have them watch the Allen County website for the posting.

Look for some significant changes in the way sub-contractors are licensed as we approach 2020. Lots of discussion at the Board of Directors meeting has prompted a sub-committee to determine the best way to keep this building boom going while maintaining oversight on the construction process. This will not affect electrical, HVAC, or Plumbing sub-contractors. This will affect the trades listed in A8 and A9 such as drywall, masonry, steel erection, etc. Once the policy is established, we intend on having another lunch and learn so everyone understands how this will work in Allen County.

Finally, I have fielded lots of questions about the new residential code being adopted. I ask that everyone is patient as we meet with State officials in November and December and compile training materials ahead of the change. We plan on hosting several seminars to go over any changes that will affect the contractor. Any structure under permit prior to the change will be inspected according to the code in effect when the permit was pulled per IAC 674 of the GAR.

Best Regards,
John Caywood
Allen County Building Commissioner
